Relations between Saudi Arabia and Somalia appear to be entering a renewed phase of engagement, as both governments move to recalibrate diplomatic, security and economic cooperation after a period of cautious distance.

Diplomatic sources say Riyadh has accepted a request from Somali President Hassan Sheikh Mohamud to undertake an official visit to the Kingdom, signaling what officials describe as a “reset” in bilateral relations with Mogadishu.

The shift follows a series of regional diplomatic consultations, including President Mohamud’s February 7 visit to Egypt, where he held talks with Abdel Fattah el-Sisi in Cairo. Officials familiar with the discussions say those meetings helped reassure key regional partners and encouraged Saudi policymakers to reassess earlier concerns about Somalia’s diplomatic positioning.

Security Cooperation Gains Momentum

The evolving relationship has already produced tangible agreements. In February, Somalia and Saudi Arabia signed a defense and military cooperation memorandum of understanding aimed at strengthening security coordination and institutional ties.

The agreement was signed in Riyadh by Somalia’s Minister of Defense, Ahmed Moallim Fiqi and Saudi Arabia’s Minister of Defense, Khalid bin Salman.

Officials say the framework could pave the way for expanded Saudi support to Somalia’s security sector, including assistance linked to the African Union Support and Stabilization Mission in Somalia (AUSSOM), the African Union’s new stabilization mission supporting Somalia’s ongoing security transition.

Strategic Maritime Partnership

Also in February, the two countries signed a strategic maritime cooperation agreement intended to strengthen port development, maritime logistics and cargo transportation.

The accord was signed by Somalia’s Minister of Ports and Marine Transport, Abdulkadir Mohamed Nur and Saudi Arabia’s Minister of Transport and Logistics Services, Saleh Al-Jasser.

Officials say the partnership is designed to expand trade flows, upgrade Somali port infrastructure and deepen economic connectivity along the Red Sea corridor—an increasingly strategic maritime route linking the Gulf and the Horn of Africa.

Diplomatic Channels Reopened

As part of the diplomatic reset, Saudi Arabia has formally approved the appointment of Mohamed Amin Sheikh Osman as Somalia’s ambassador to the Kingdom. Before his appointment by President Hassan Sheikh Mohamud, Mohamed Amin Sheikh Osman served as Deputy Chief of Staff at the Somali Presidency in Mogadishu. He recently held a farewell ceremony for staff at the presidential palace, commonly known as Villa Somalia, ahead of assuming his diplomatic post in Riyadh.

He has since been replaced as Deputy Chief of Staff by Zakariye Yusuf Hussein.

The accreditation of the new ambassador follows an earlier episode in which Riyadh declined to accredit a previously nominated envoy Omar Sheikh Ali Idris, a development that had highlighted tensions in bilateral communications. Diplomats say the new appointment reflects the resolution of those issues.

Saudi officials have also indicated that a direct diplomatic communication channel will be established between the two governments to facilitate regular consultations without reliance on third-party intermediaries.

Presidential Visit on the Horizon

Preparations are now reportedly underway for an official visit by President Hassan Sheikh Mohamud to Saudi Arabia.

Although an invitation had previously existed in principle, it had remained pending amid diplomatic uncertainties. The forthcoming visit is now expected to serve as a symbolic and practical milestone in restoring high-level engagement between the two countries.

For Somalia, the warming ties with Saudi Arabia come amid a broader foreign policy push to deepen partnerships across the Middle East and the Horn of Africa. For Riyadh, the renewed engagement reflects growing strategic interest in the Red Sea basin and the geopolitical importance of Somalia’s coastline along one of the world’s most critical maritime trade corridors.
